Would it not have been good if the CIA could have securely called the FBI prior to 9/11?

Would it not have been good if the DHS could have securely called the Louisiana public safety command prior to Katrina?

To date, it has been a feature for one to not be able to call into an enterprise. Likewise, it has been a feature to not be able to call out of the enterprise. Today, collaboration and communication is a mission imperative.
